Can I substitute the sleeve with 1-1/2” conduit

How thick is your catheter? If this 1.5 inch is the inner diameter of your pipe, it is suitable. The gap between the inner diameter of the outer tube of our bracket and the outer diameter of the screw rod under the V head is about 36mm-44mm, and the inner and outer diameter of the tube you want to replace can be within this range.

Can you adjust load with the adjustment screw ? If so how much ?

The load is mainly affected by the snap ring, while the screw only serves as a protection to a certain extent. Remove the clamp ring, and the friction force of the screw can only bear about 300bl of pressure.

The pipe that holds the jack stand head is to long or the hole to secure the head is in the wrong location so when the stand is folded up for transport you cant lock the head down. Other then that good quality so far.
